Pat Kelly Chartered Building Surveyors are Registered & Chartered Building Surveyors with over 20 years’ experience in both the construction industry and the Building Surveying Profession. We are a well-established Professional Building Surveying Practice of fully qualified and insured Building Surveyors operating through Limerick, Clare & Tipperary.
We hold professional membership of the Society of Chartered Surveyors Ireland (SCSI) and Royal Institution of Chartered Surveyors (RICS) Membership of these professional bodies requires that we carry Professional Indemnity (PI) Insurance.

Pat has over 20 years’ experience in the construction and building surveying sectors in Ireland. Pat
founded Pat Kelly Chartered Building Surveyors as an independent Building Surveying practice in 2002 and since then has served private and commercial clients in areas such as Condition Surveys, Pre-Purchase Surveys and Land Surveying

Kathleen joined Pat Kelly Chartered Building Surveyors in 2019 as Office Manager and has generated a great knowledge of the Construction Industry. Kathleen manages the daily running of the office and arranges all job requests from start to finish. She deals directly with all clients to ensure that the office runs smoothly.
WHY USE A CHARTERED BUILDING SURVEYOR?
The title “Chartered” when related to a Building Surveyor, is a protected title and only those who have earned membership into the Royal Institution of Chartered Surveyors (RICS) have the right to use it. The title shows that a Surveyor has achieved the ‘gold standard’ of professional competence.
Chartered Building Surveyors are specifically educated and trained to carry out building inspections and other related services so you can be assured of the highest standards. Chartered Building Surveyors are experts in diagnosing building defects and in building pathology generally.
All RICS members must also continually update their knowledge and competence throughout their working life, which is completed through the RICS’s Continuous Professional Development (CPD) ensuring that the client can be confident and the advice they receive will be of the highest and most professional standard.
A Chartered Surveyor must also adhere to a set of practice standards and codes of practice which can be found at www.rics.org. The RICS practice standards and codes of practice are internationally renowned and regarded as a true mark of quality. All Chartered Building Surveyors must also carry comprehensive Professional Indemnity (PI) Insurance.
Working in partnership with the RICS, the Society of Chartered Surveyors Ireland (SCSI) is the independent professional body for Chartered Surveyors working and practising in Ireland.
WHAT IS A REGISTERED BUILDING SURVEYOR?
One of the elements of the Building Control Act 2007 is to provide for the registration of titles of certain building professions including Building Surveyors.
The Society of Chartered Surveyors Ireland administers the register of Building Surveyors and is named in the Building Control Act 2007 as the registration body.
The purpose of the statutory register is to ensure that anyone using the professional title “Building Surveyor” has the recognised qualifications, training and experience in accordance with the provisions of the Building Control Act 2007.
It is an offence under the Building Control Act 2007 for persons to use the professional title “Building Surveyor” unless they are registered. While abuse of the title has diminished greatly due to enforcement by the SCSI, consumers should ensure that their Surveyor is actually a Registered Building Surveyor by checking the Register. This Register provides members of the public with reassurance that the Building Surveyors listed on the register are qualified professionals who comply with strict codes of ethical and professional conduct.

Residential Services
Pre-purchase Survey/House Survey
Pat Kelly Building Surveyors Limited offers competitively price, building surveys for home buyers, in the mid-west region and surrounding areas. Our services are offered to private individuals or property management companies who want quality service and sound professional advice whether they are acquiring, disposing of or remodelling premises.
These services are often referred to as pre-purchase surveys, property condition surveys or structural surveys. Our Engineer will visit the house or apartment and carry out a detailed examination of the property structure, services and fittings. You will be provided with a detailed report which will be easy to read and understand and where possible photographs will be provided that will outline any issues or concerns.
A pre-purchase home survey is normally conducted prior to the property being purchased and offers the potential Purchasers peace of mind by identifying any defects or compliance issues which could incur substantial expense to remedy. Our reports are carried out by qualified Registered Building Surveyors who are experienced in inspecting a wide variety of residential properties.
The written Structural Survey Report describes the condition of the property under various separate headings. It provides the overall condition of the properties elements and indicates recommendations to rectify any defect. A detailed report is provided for all inspections with pictures to ensure that the client fully understands any specific concerns.
The Society of Chartered Surveyors Ireland categorises Building Surveys as either "Type, 1, 2 or 3". We carry out "Type 2" Surveys on all inspections.

General Recommendations
Snag List
Snag Lists are carried out on newly built dwellings and should not be confused with a pre-purchase survey. A Snag List is a detailed report itemising incomplete or poor constructed work and any visibly breaches to the Building Regulations. We will carry out our inspection once the Purchaser has been notified by the Builder/Developer that the property is fully completed. From our experience it is advisable that this Snag List is prepared and submitted to the Builder prior to signing the final contracts to ensure that any defects are completed prior to closing of a Sale.
Planning Compliance Certificate
A Certificate of Compliance is required for all new build work or for any alterations, additions or extension work to an existing property to ensure that all works have been carried out in accordance with planning permission granted and Building Regulations. As part of our pre-purchase survey we will identify where Certificates of Compliance with the Building/Planning Regulations would be required to be produced by the Vendor of the property. We can review your planning documentation and assess the property on the ground by carrying out a site visit. This will involve comparing the structures on site with maps from Local Authority in order to certify that the house or apartment is in compliance with planning permission granted for the property.
Assigned Certifier
The Building Control Amendment Regulations were signed into law on the 15th January 2014 and came into place on 1st March 2014. The new regulations set out to prevent the future re-occurrence of poorly constructed buildings, pyrite damage and structures breaching fire regulations which were left as a legacy of a poorly regulated construction boom.
The new regulations focus on restoring Consumer confidence in construction as an industry and are a major step forward. They will give building owners clarity, traceability and accountability at all stages of the building process ensuring that consumers are provided with protection.
Assigned Certifiers must now inspect building works at key stages during construction. Both the Assigned Certifier and the Builder will certify that a finished building complies with the requirements of the Building Regulations.
Pat Kelly Building Surveyors are qualified to act as Assigned Certifier's during the construction process as outlined above.
Certificate of Identity
As part of our pre-purchase survey, we will inspect the boundaries of the site and accurately define the extent of the boundaries. We will compare any Land Registry Folio map to the boundaries on the ground and identify and highlight any discrepancies. If necessary, we will prepare Land Registry compliance maps for properties that have not already been registered.
Retention Planning Applications
We find on numerous occasions when we survey houses that the Vendor/Owner may have carried out some alterations or extensions to the property that may require Planning Permission. In situations like this an application to the Council is required for “Retention” of these alternations/extensions. We specialize in these types of Planning applications and would be delighted to provide a quotation to you for our services.
Planning Searches
When buying a property your Solicitor may require you to carry out a “Planning Search”. This is a study of the Planning Permissions in the locality of adjoining your property that you are purchasing. We can provide a quotation to you for this type of Planning Search.

Mapping
Legal Mapping Process
When the Title is registered in the Land Registry, the Deeds are filed in the Registry and all relevant particulars pertaining to the property and its ownership are entered on Folios which form the register maintained in the Land Registry.
The Title shown on the Folios is guaranteed by the State which is bound to Indemnify any person who suffers a loss through a mistake made by the Land Registry. In conjunction with Folios, the Land Registry also maintains Land Registry maps.
